How to customize the duration of skip forward and backwards?

Is there a way to customize the duration of skip forward and backwards in Skybox? I use Oculus Go

I want to set it to skip a frame only on a single swipe (left to backwards and right to forward) Is it possible?

Yes.
Go to Global Setting (when you look up in the main hall where you see mountains outside, a hidden bar would appear with gear icon and time, click the gear icon and you will open the Global Setting tab) and scroll down.
There is the option to customize the fast forward/backward interval.

Thanks, the minimum skip rate is 1 second. Is there any possibility of turning it to a frame per swipe?
