Quest 3 volume control issue

Due to an update to the Quest 3's OS, it is now possible to adjust the volume of apps and audio separately.
As a result, if I turn down the volume on the controller while playing SkyBox, the app volume also turns down, and after closing SkyBox the sound in other apps remains low, and I can no longer turn up the volume using the headset volume.
