As the title suggests I'm seeing dots around the whole of the screen outline watching 4K movies. Very distracting. Is there a fix for this?

No it's like wavey or jagged edge dots around the hole screen when a 4K movie is playing. Instead of a solid line around the screen. it looks like kind of like white dots but wouldn't say they flash
