Access across network without Internet

I just got an Oculus Go a few days ago, and I soon found that Skybox VR is the best app for viewing my own videos, especially across the network. (I have a lot and don't want to fill up the internal storage.) My question is, does it need to be connected to the Internet to access my laptop across my network?

I couldn't see why it would, but I tried it without Internet, firstly by reconfiguring my laptop to have network but no Internet, and secondly by connecting the laptop and headset to the wi-fi of my wireless printer (which provides wi-fi but no Internet connection). In both cases, Skybox VR said “No media servers”. But I don't understand why it would need Internet just to see the laptop across the network.

Skybox requires DLNA or SMB services on the machines to be accessed.
So when it says "No media servers" then it could not detect either.
You must enable your laptop to share media (DLNA) or install a mediaserver like PLEX to make your movies visible and selectable for skybox.

My headset is accessing the laptop fine normally. So some kind of media sharing must be running, though I haven't knowingly installed or activated any. So I suppose DNLA must be enabled by default, though I don't know how to check, as I'm on Windows 7 and any instructions I can find are for more recent Windows versions.
What's puzzling me is that it stops working when I disconnect from the Internet.

After googling it, I've found that SMB is enabled by default in Windows 7. So that explains why my headset can access my laptop even though I didn't enable anything. Just puzzling that it stops working when I disconnect from the Internet – I don't see what the Internet has to do with it.
