Lucy Sure, this jumping only happens for the clients connected to the room, for the host and in singleplayer everything looks normal.
This happens with every video, we've tested several filesizes from 800mb to 70 GB, we've tested h264 and HEVC coded videos.
We used webdav and copied the video locally to our quest, its the same bahavior.
Sometimes it starts normal, the video is playing for everyone when you load it, but as soon as the host jumps to a different time the video starts jumping in 2 min steps for the clients.
When the host jumps to the middle of the video the clients freaks out totally and the actual timeline on the client is like 300 hours from the max 1 hours 30 running time from the movie (you can see that in the end of the recorded video).
We've also tested other apps like syncplay or bigscreen we're it plays and syncs normally.
As i said before, we're using skybox alot to watch movies together and that never happened before.
